The Team.

Treasure State Bank was built by a local group of business and community leaders who understand that businesses need a proactive and responsive partner—not an indifferent board of directors or regional credit office with no vested interest in the community their bank serves. The Bank is directed locally by its senior management team and board of directors. Our management team offers stability, experience, enthusiasm and superb professional perspective. And our board of directors is comprised of community leaders whose insight and experience will benefit our customers and investors.

Executive Officers:

Shelley L. Boutelle
(President and Chief Executive Officer)
Ms. Boutelle has been a banker for more than 24 years. Her work experience includes management positions held at The Chase Manhattan Bank, Citibank, Chemical Bank and U.S. Bank in New York, New York; London, United Kingdom; and Missoula, Montana. Her experience is diverse as she has been accountable for all aspects of banking, including business development, risk management, credit, human resources, regulatory compliance and financial controls. Ms. Boutelle has an extensive background in lending, which includes successfully marketing and structuring all types of commercial credits and commercial real estate loans, effectively reducing distressed loan exposures secured by real estate, marketable securities and other collateral types, managing a 45-person lending department and a $5 billion loan portfolio, and writing credit policy. Ms. Boutelle is a Montana native. She attended Montana State University and San Francisco State University where she earned her Bachelor of Science degree in Finance with a minor in Economics. She is a registered Securities Representative with the Financial Industry Regulatory Authority and is an active member of the Missoula community through her work with the Chamber of Commerce, United Way of Missoula County, The University of Montana Foundation Excellence Fund, Missoula Aging Services, Lewis and Clark Elementary School and the Girl Scouts of America. Jack C. Byrnes
(Chief Credit Officer)
Mr. Byrnes retired from banking in December 2004 with more than 26 years of experience in financial services with an emphasis in credit administration and commercial lending. In his last position, Mr. Byrnes led a team of 12 as Branch Manager of First Interstate Bank – South Missoula, where he was responsible for all areas of the bank, including commercial and consumer lending, new accounts, teller function and human resources. Mr. Byrnes began his career as a Bank Examiner with the Federal Deposit Insurance Corporation in Bismarck, North Dakota and Great Falls, Montana. Subsequently, Mr. Byrnes gained a substantial amount of problem loan and workout experience while at Norwest Bank and the Small Business Administration. He worked through large commercial problem credits, led a team of commercial credit analysts and a problem loan resolution team, managed credit administration, conducted analysis for the preparation and determination of ALLL, and was a liquidation loan officer requiring knowledge of valuation/liquidation of collateral, proper loan documentation and the perfection of collateral. Mr. Byrnes received a BA in English, with a minor in accounting, from the University of Notre Dame. He also received a degree from the Pacific Coast Banking School at the University of Washington. John D. Giuliani
(Chief Lending Officer)
Mr. Giuliani began his career with Community Bank–Missoula, Inc. as a credit analyst. Mr. Giuliani was instrumental in growing the total assets of Community Bank–Missoula to $75 million from $35 million, driven by growth in loans. At the time of his departure, he was Vice President of commercial lending and had management responsibility for the credit and underwriting process in his department. His lending experience includes negotiating and structuring commercial and industrial loans, real estate construction and development loans, and loans to professional individuals. Mr. Giuliani is a Missoula native and a graduate of Loyola Sacred Heart High School. He graduated from The University of Montana obtaining a Bachelor of Science degree in Business Administration with an emphasis in Finance and a major in Economics. He earned his Masters of Business Administration from The University of Montana in 2005 and completed his executive management financial services education at the American Bankers Association Stonier Graduate School of Banking-University of Pennsylvania in 2007. Mr. Giuliani is active and supportive of many community organizations. He recently served as President of the Loyola Sacred Heart High School Foundation Board of Directors and co-chair of the Missoula Chamber of Commerce Street Jam. Mr. Giuliani has also served on the Montana Food Bank Network Board of Directors and is a member of Rotary International and the Missoula Good Fellows.  Back to top.       

Anne J. Robinson
(Chief Financial Officer / Chief Operating Officer)
Ms. Robinson has over ten years of experience in the banking industry with progressively rising levels of responsibilities. Most recently, she served as Cashier and Chief Financial Officer of Community Bank–Missoula. Her duties included all aspects of operations management, compliance, financial reporting, security and technology planning and maintenance. In her role as Chief Financial Officer and Cashier, Ms. Robinson managed a multi-million dollar investment portfolio, supervised the operations staff, developed and monitored the institution’s annual budget, prepared call reports for regulators, monitored the general ledger on a daily basis, developed new products and services and managed the fixed assets for two branches. Ms. Robinson earned her Bachelors of Science in Business Administration, specializing in Accounting, from The University of Montana. She is a lifelong Montana resident and has lived in the Missoula area for ten years. Back to top.

Howard C. Chandler, Jr., M.D.
Dr. Chandler is a board-certified neurosurgeon who, effective February 1, 2007, is practicing at Lyerly Neurosurgery, a division of Baptist Health in Jacksonville, Florida. He recently practiced at Montana Neurological Associates in Missoula, Montana. He founded and serves as Chairman of the Montana Neuroscience Institute, a charitable foundation that fosters NIH-funded neuroscience research at The University of Montana and St. Patrick Hospital in Missoula. Dr. Chandler is a founder and chairman of InterWest Health LLC, and serves on the board of directors of Alliance Healthcard, Inc., a publicly traded health care company headquartered in Atlanta, Georgia. He co-founded Big Sky Biotech, LLC, a Missoula-based company holding patents for and developing gene-therapy based treatments for hearing loss. He has served on the board of directors of St. Patrick Hospital and Big Sky Surgery Center in Missoula. Dr. Chandler received a B.S. in Chemistry from the University of the South, an M.D. from Wake Forest University, and completed Neurosurgery residency at the University of Florida. Back to top.  

Mark S. Hawkins
Mr. Hawkins is a senior executive with over 25 years of experience in the health care field. He is presently working as President and CEO of InterWest Health, a large, regional preferred provider organization (PPO) headquartered in Missoula with more than 9,000 hospitals, physicians, and other health care providers. Mr. Hawkins co-founded InterWest in 1997 with Dr. Chandler and other members of the local medical community and is a member of the company’s Board of Managers. Prior to starting InterWest, Mr. Hawkins worked for New Mexico Blue Cross & Blue Shield in Albuquerque and King County Medical Blue Shield in Seattle. Mr. Hawkins earned his Masters degree in Health Care Administration from Tulane University. Upon completion of his graduate education, he spent six years serving as an officer in the U.S. Navy as an assistant administrator at the Naval Regional Medical Center in Portsmouth, Virginia and as a health care planner at the Bureau of Medicine and Surgery in Washington, D.C. Stanley Earl Jenne, Ph.D.
Dr. Jenne is the new Dean of the School of Business at Utah Valley State College in Orem, Utah. He was formerly a Full Professor of Accounting and Chairperson of the Department of Accounting and Finance at The University of Montana in Missoula, from 1993 through 2006. Prior to joining The University of Montana, Dr. Jenne held faculty appointments at Illinois State University and Weber State University. He has worked as an auditor for Grant Thornton, an internal auditor for the Internal Revenue Service, and as a private consultant. Professor Jenne has experience auditing financial institutions and has served on the board of directors and on the supervisory committee of a credit union. Dr. Jenne earned a B.S. from Weber State University, an M.S. from Colorado State University, and a Ph.D. in Accountancy from the University of Illinois at Urbana. He received his CPA Certificate in the State of Illinois in 1979 and a CPA license from the State of Utah in 1988. In 1997, he received the Certified Fraud Examiner (CFE) designation. He is a member of the American Institute of Certified Public Accountants, the Association of Certified Fraud Examiners, and the American Accounting Association. Back to top.    

Raymond Joseph Round
Mr. Round is Senior Vice President and Financial Consultant for D.A. Davidson & Company’s Private Client Group. Mr. Round began his career as an investment executive with Dain Bosworth’s Spokane, Washington, branch. Since joining D.A. Davidson & Co., he has built a substantial client asset base and has been named to the company’s Chairman’s Council the last four years. In addition, Mr. Round serves as a Director for D.A. Davidson’s sister company, Davidson Investment Advisors, is a member of the Financial Planning Association and is a past member of D.A. Davidson’s Retail Advisory Council. Mr. Round is active and supportive in many community organizations. He serves as co-chair of Missoula Street Jam, coaches youth sports, and is past Vice President of the Friends to Youth board. Mr. Round received his Bachelor’s in Business Administration in finance from Gonzaga University, and received his Certified Financial Planner designation in 2004. Back to top.

James A. Salisbury
Mr. Salisbury retired from Western Security Bank in 2001, where he was the Executive Vice President and Chief Financial Officer. Western Security Bank was headquartered in Missoula, Montana, and was a wholly owned subsidiary of publicly-traded WesterFed Financial Corporation. WesterFed Financial Corporation had assets of approximately $1 billion at the time it was acquired by Glacier Bancorp of Kalispell, Montana, in February 2000. Mr. Salisbury currently provides limited financial consulting and owns the small marketing specialty company IMPRINTS. He had an active CPA license from 1975 to 2003. Prior to beginning his banking career in 1980, he was a practicing CPA, having been a partner in his own CPA firm as well as working for the large regional accounting firm of Galusha, Higgins & Galusha. Mr. Salisbury received his B.S. in accounting from The University of Montana. Before college, he served in the United States Marine Corps and served in Vietnam. Back to top.  

Mark C. Staples, Esq.
Mr. Staples is an attorney based in Helena, but with a practice that covers much of the state and region. He represents a broad range of clients in the hospitality, finance, telecommunications, health care and transportation sectors, and specializes in administrative law and government relations. Mr. Staples is also a composer, performer and recording artist, who wrote Montana’s most successful tourism anthem ever, “When Montana Sings,” which was also the centerpiece of Montana Repertory Theater’s musical “Harvest,” for which he wrote the lyrics and music. Mr. Staples is a graduate of The University of Montana and Gonzaga University School of Law. He serves on the boards of Camp Mak-A-Dream, the National Affordable Housing Network, and the University of Montana School of Fine Arts Advisory Council, and served on the Montana Board of Banking during the administration of Governor Judy Martz.  Back to top.

Lonnie S. Warner
Ms. Warner is a retired property manager currently instructing continuing education courses to real estate and property management licensees in the state of Montana. After more than 20 years in property management, Ms. Warner sold her business interest in Professional Property Management in 2002. Before her property management business, Ms. Warner was a banker and mortgage banker in Salt Lake City, Utah, and a branch office manager for Sherwood and Roberts Mortgage in Missoula. Ms. Warner attended high school and technical school in North Dakota. She has been active in the Missoula community serving as past President of the Western Montana Chapter of the National Association of Residential Property Managers, as well as a past board member of the Missoula Building Industry Association, Missoula County Association of Realtors (past Associate of the Year), Downtown Lions Club (past Lion of the Year and Melvin Jones Fellowship Award), Missoula Country Club board member, and past member of the Advisory Board for First Interstate Bank, Missoula, Montana. She currently is a member of National Association of Residential Property Managers, Downtown Lions Club, homeWORD Housing Advisory Board, Vice President of the Missoula Country Club Women’s Golf Association, and committee member for The University of Montana Housing Task Force. William R. Weaver, D.D.S.
Dr. Weaver is an accomplished real estate entrepreneur with more than 30 years of property development experience. He is founder/owner of Weaver Properties, LLC, a successful property development firm with projects and/or acquisitions in Arizona, Colorado, Florida, Idaho, Montana, New York, Texas and Washington. He is also the founder/owner of Missoula Property Management, LLC, currently managing more than 500 units. In addition to his extensive real estate experience, Dr. Weaver was a Captain in the U.S. Air Force Dental Corps at Patrick Air Force Base. After his discharge, he owned the Oceanview Dental Clinic in Stuart, Florida. Dr. Weaver is also very active in the community of Missoula. He served as co-chair of the Roundball golf tournament fundraiser for The University of Montana men’s basketball team (from 2004 to 2006). Dr. Weaver founded the Bitterroot Junior Golf Association and was the Troop 1909 Boy Scout of America assistant scoutmaster and troop chairperson. He was also a past fundraiser chair for the Muscular Dystrophy Tel-a-thon. Dr. Weaver received a B.S. in Biology from Muskingum College and his D.D.S. from West Virginia University. Daniel E. Braby, M.D.
Dr. Daniel Braby is a board-certified otolaryngologist practicing at Rocky Mountain Ear, Nose & Throat Center, LLC, in Missoula, Montana. His clinical practice involves endocrine, sinonasal and skull base surgery. Dr. Braby is a member of the Montana Neuroscience Institute, which is affiliated with St. Patrick Hospital and The University of Montana in Missoula. He has served as Chairman of Surgery at Community Medical Center and has been a member on the Community Medical Center Board of Directors since 2003. He founded the Montana Society of Otolaryngology Head and Neck Surgery, which has been instrumental in bringing the state’s otolaryngologists together for purposes of education and patient care. Dr. Braby has been an active board member of InterWest Health, LLC, and serves on the Board of Directors of Northstar, LLC, a managed service organization that administers two regional surgery centers and multiple ophthalmic practices within western Montana. Dr. Braby received a medical degree from the University of Missouri–Columbia and completed a residency in Otolaryngology-Head and Neck Surgery at the University of Utah School of Health Sciences.  Back to top.

Gerald R. Hicks
Mr. Hicks has been developing and managing real estate investments for more than 25 years. He is the managing general partner of B&H Enterprises, which is a closely held family partnership that owns and manages commercial investments. He also is the president of Inn Group, Inc., a property management company which is the general partner for several limited partnerships. Mr. Hicks is also Trustee for the Russell W. Bryan Trust. Mr. Hicks received his B.A. from North Dakota State University and his M.S. degree from Montana State University–Billings. He is a former teacher and coach at Billings West High School and The University of Montana. Mr. Hicks has been active in church youth work for more than 25 years.  Back to top.
